Mike Frank

Head of Mission Integration

Mike Frank is Head of Mission Integration, working across Red Cell’s national security portfolio to connect emerging technologies with government missions and accelerate their adoption.

Prior to joining Red Cell, Mike served as Deputy Chief Technology Officer for the Department of the Navy, where he helped lead technology strategy, innovation adoption, and modernization efforts across the Navy and Marine Corps. Previously, he was a Principal at Boston Consulting Group, advising public- and private-sector organizations on technology strategy, digital transformation, and cybersecurity.

Mike is also a Marine Corps Reserve Officer currently assigned to the Joint Staff’s J39 Directorate. Before joining the Joint Staff, he led the cyber portfolio at the Marine Innovation Unit, working to connect operational challenges with emerging commercial technologies. He was a Strategy and Statecraft Fellow at the Center for Strategic and International Studies and a Venture Fellow with Marque Ventures. He is also on the Board of the Hearing Loss Association of America, chairing the finance committee.

Mike holds a Master of Science in Information Security & Assurance from Carnegie Mellon University, an MBA from the University of Virginia’s Darden School of Business, and a Bachelor of Arts from Washington & Jefferson College where he wrestled and played lacrosse.
