Timothy Ferris, MD, MPH

President, Healthcare Practice

Dr. Timothy Ferris is the President of Red Cell’s Healthcare Practice and a Partner at the firm. He was most recently the inaugural National Director of Transformation at NHS England, where his scope included care improvement infrastructure, technology and data strategy and services, biotech innovation, and life sciences research. With an annual budget of over 2 billion pounds, his team delivered transformation through a major acceleration of frontline digitization, modernizing national data services, including cloud migration, and redesigning and deploying more efficient and effective tech-enabled care services on a national scale. He expanded the services available on the NHS App to over two-thirds of the 60 million people of England. His team improved NHS operations by expanding and expediting data feeds throughout the country, enabling real-time dashboards for leadership, reporting on comparative productivity variation, and predictive analytics. He supported the launch of the NHS home hospital program, adding 10,000 additional beds to the NHS over a two-year period. He reorganized NHS teams into a corporate structure that enabled a 32% workforce reduction without service interruption. He complemented this internal work with several world-first data and bio-tech agreements with Microsoft, Palantir, Vertex, Moderna, and BioNtech, among others. Dr. Ferris worked across the UK government with senior officials in Number 10, Treasury, Cabinet Office, Department of Health, and the Office for Life Sciences.

Before his executive position with the NHS, Dr. Ferris was CEO of the Mass General Physicians Organization and Senior Vice President for Population Health at Mass General Brigham. In addition to his oversight of 3,000 Harvard faculty physicians (including revenue cycle, compensation, and service delivery) he also led clinical and financial performance of one of the largest accountable care organizations in the US. These novel Medicare, Medicaid, and commercial contracts covered over 500,000 people. Using 24 distinct tech-enabled changes to care delivery, the ACO achieved national top performance on quality metrics as well as cumulative cost savings of over $1B. As part of a successful national demonstration of pro-active care for the elderly and disabled, he founded the Center for Population Health, an academic-industry partnership focused on using data analytics tools to improve the health of over 1 million patients annually through targeted preventive services delivery, with documented reductions in mortality and cost.

Dr. Ferris was the founding board chair of an AI-based healthcare coding company, Codametrix, now deployed in over 20 health systems for automating physician billing codes. He also served on the board of Health Catalyst.

Dr. Ferris’s past roles include multiple committees at the National Academy of Medicine, an independent advisory council for the U.S. Secretary of Health and Human Services, and as a Non-Executive Director on the Board of NHS England and NHS Improvement. He has received NIH and foundation grant funding, co-authored over 150 publications on health care quality measurement, health disparities and health IT, and has received the National Patient Safety Socius Award and the Harvard Medical School mentoring award.

Dr. Ferris trained in medicine and public health at Harvard University, becoming a professor of medicine in 2018 and remains on the staff of Mass General Hospital. He is currently providing advisory services and teaching in several courses at Harvard and MIT.
